The most reliable way to get an accurate number is a short scoping call — generic published price ranges rarely match what a specific business actually needs.

Should I build on a website builder or go custom?

Website builders (templated platforms) work well for simple sites with standard needs and a tight budget or timeline.

Custom development makes sense once you need specific functionality a template can't easily handle — custom workflows, integrations with internal systems, or a user experience built specifically around your customers' journey.

A useful test: if you can describe your website needs entirely with "a page for X, a page for Y, a contact form," a builder is probably enough. If you're describing logins, dashboards, or anything that behaves differently for different users, custom development is worth the investment.
